Costs and Requirements
One of the nicer surprises of the Xbox One homebrew route is how little it costs. There is no special hardware to buy and no exploit to pay for. Here is the full picture.
What it costs
- Partner Center developer account: individual onboarding is free as of June 2025. There is no longer a registration fee for the individual path.
- Dev Mode Activation app: free from the Store.
- Emulators and homebrew: free, open-source community projects.
In short, the official homebrew experience can cost nothing beyond the console and your own game files.
What you need

You must legally own any game files you use with emulators. The console and account costs may be zero, but copyright still applies to your content.
Beware paid "unlocks"
Since the legitimate path is free, anyone charging for a jailbreak or unlock is running a scam. You never need to pay for access to Developer Mode.
