Because the N64 has no firmware, "modding" really means choosing a flashcart and, if you want imports, a region approach. This page maps the landscape so the detailed pages make sense.

How they combine
A flashcart handles lockout for backups on its own, so you rarely need region hardware just to play ROMs. The region methods exist mainly for people who want to run original out-of-region cartridges, where the PIF chip and TV standard still apply.
