Every PS1 can be modified in some way, but the right method depends on your console's age and internal board revision. There is no software-only option: enabling homebrew or imports always needs a hardware change.
Check your board revision
Open the console (or check the model and serial markings) and identify the mainboard. Common revisions include PU-7, PU-8, PU-18, PU-22, PU-23, and the later PM-41 found in slim PSone units. The revision determines which solder points a modchip uses and whether older tricks apply.
Check your region
PAL consoles add an extra layer of BIOS-level region protection beyond the standard regional lockout. This can complicate imports and means some methods need additional steps on PAL hardware compared with NTSC units.
