The PS1 verifies that inserted discs carry a region-specific authentication signature pressed into legitimate media. Homebrew burned to a CD-R lacks that signature, so the console refuses to boot it unaided. Two well-established methods get around this.

The modchip route
Modchips have been the classic solution for many years. Installation requires opening the console and soldering several fine wires to specific points on the mainboard. Once fitted, you simply burn your homebrew image to a CD-R and boot it like any game.
Soldering inside the console carries real risk. Incorrect wiring or excessive heat can permanently damage the mainboard. Practice on scrap electronics first and double-check your installation points.
The ODE route
An optical drive emulator reads disc images from storage, sidestepping CD-R burning and worn-out laser assemblies entirely. ODEs are convenient and avoid burning consumables, though they typically cost more than a modchip and may still require internal installation.
Choosing
Pick a modchip if you want a low-cost, proven approach and don't mind burning discs. Choose an ODE for convenience, reliability, and to spare an aging optical drive. how-to
